<![CDATA[CRAPO, SIMPSON, BIETER HELP RETAIN RAIL JOBS; BUY AMERICA WAIVER DENIED]]> Fri, 14 Nov 2008 01:00:00 CST Washington, DC – The Federal Transit Authority has agreed to reject the Massachusetts Bay Transit Authority (MBTA) waiver request of the “Buy American Act” to its federally funded procurement of at least 28 passenger rail locomotives. Idaho Senator Mike Crapo, Representative Mike Simpson and Boise Mayor David Bieter had asked that the FTA deny the waiver request because it could cost hundreds of American jobs, not only in Boise but across the country.
“Buy America” requirements require transit agencies buying new equipment to demand American assembly and 60 percent American parts when using federal matching dollars. MotivePower, Inc. (MPI), which is based in Boise, was the only domestic bidder on the project with a fully compliant bid. A company based in Spain, Vossloh Espana S.A., also wanted to supply a bid, but without the waiver it was non-compliant in price and schedule with MotivePower.

“We must protect jobs for Idaho families,” Crapo said. “It would be a travesty to use American taxpayer dollars and a loophole in American law to allow this sophisticated technology and the jobs related to it to be lost to overseas competitors. We are pleased with the FTA’s ruling.”

"This decision affirms our belief that MotivePower and its Idaho workforce produce a superior product and are rightfully entitled to the protections of the Buy America Act," said Simpson. "I am grateful the FTA declined this waiver request and happy to see these important jobs stay in Idaho."

"This is great news not just for MotivePower and for Idaho but for American jobs in general,” Bieter said. “I'm pleased that the FTA saw the wisdom of allowing U.S. companies to compete fairly. My hat is off to Sen. Mike Crapo and Rep. Mike Simpson for all their hard work to keep these jobs in Idaho."

“We are very pleased with this news and express our great thanks to Senator Crapo, Congressman Simpson, Governor Otter, Mayor Beiter, all of the elected officials, labor unions and our U.S. suppliers who supported MotivePower and its employees in this process,” said Mark Warner, Vice President and General Manager of MotivePower. “We look forward to working with MBTA and we will hopefully now be able to finalize a deal to build locomotives in Boise.”

In a letter today to the Massachusetts Bay Transportation Authority, Federal Transit Administration Deputy Administrator Sherry E. Little wrote the request for a waiver was being denied because “MBTA has not established sufficient grounds for a public interest waiver. MBTA has not argued that this procurement involves the introduction of significant new technology. Nor has it stated how a waiver would benefit the riding public.”

Crapo participated in a Senate Banking Committee hearing today over use of federal funds under the stabilization program. He voted against the $700 billion program largely because of the high risk that taxpayers would face if the government purchases “toxic assets.”

“Secretary Henry Paulson's announcement that Treasury is not planning to buy toxic assets provides a perfect opportunity to assess the results of the stabilization package and to consider other directional changes,” Crapo said during today’s hearing. “I did not support purchasing these toxic assets and have been very concerned that not only was the taxpayer not adequately protected, but that Treasury's proposal to buy toxic assets created an incentive for investors to stay on the sidelines and watch what the government would do. Then those investors would step in at a later date and either buy or purchase or finance purchases from the government at a discount.

“The direct utilization of our resources to increase liquidity with specific actions was a more appropriate direction that we should take,” Crapo added as he queried panel witnesses about the liquidity plans. “I hope that we can get into a strong discussion about some of the broad regulatory structural reforms that we need to consider.”

During today’s hearing, Crapo questioned witnesses about the Treasury Department’s proposal to explore development of a potential liquidity facility for highly-rated AAA asset-backed securities. He also questioned witnesses about the need to have broad regulatory structure reforms.

“Furthermore, I continue to hear from Idaho employers, from a wide range of enterprises, that normal access to credit continues to be difficult,” Crapo added. “Therefore, it is important that we continue aggressive efforts to stabilize financial markets and increase the availability of credit. But it is essential that we do this right and I remain committed to helping find the proper path forward.”

Crapo had strongly argued for regulatory reform of financial institutions two years ago. This week, the head of the Commodities Futures Trading Commission (CFTC) said that he “believes the United States should scrap the current outdated regulatory framework in favor of an objectives-based regulatory system consisting of three primary authorities: a new systemic risk regulator, a new market integrity regulator and a new investor protection regulator.” The risk regulator would police the financial system for hazards that could ricochet across companies to have broad economic consequences. The market-integrity regulator would oversee safety and soundness of exchanges and key financial institutions, effectively acting as a replacement for existing bank regulators and the Security Exchange Commission's function of regulating brokerages. The investor-protection regulator would protect investors and business conduct across all firms. The plan is similar in its outlines to an overhaul proposal put forward in March by Treasury Secretary Paulson.

“There is no question that we need to act, but our priorities must be to protect taxpayers and future taxpayers and conduct a serious examination of our regulatory structure to prevent future problems,” Crapo concluded. “It's clear that we're facing a significant credit loss, and it has the potential to become even worse.”

The Spirit of Freedom Awards are presented annually during Veterans Day ceremonies around Idaho. 2008 marks the 6th year of the Awards, which pay tribute to exceptional veterans and to outstanding volunteers who give their time and resources to veterans and veterans organizations in Idaho. “Every year, it is an honor for me to present the Spirit of Freedom Award to veterans and volunteers,” said Crapo. “These men and women carry the true spirit of freedom, service and patriotism in their hearts and have lived it out in their lives. I thank them for their service to the United States of America.”

This year, the ceremonies are taking place in Pocatello, Boise, Lewiston and Post Falls. The veterans and volunteers being honored today and tomorrow include:

Boise

• Veteran Cedric DeCory, an Air Force Desert Storm veteran who is actively involved promoting Native American veterans’ issues;
• Veteran John (Jack) J. Higgins, a Navy Vietnam veteran and Purple Heart recipient;
• Volunteer Fran King, active with the Idaho State Veterans home, Veterans of Foreign Wars and the Idaho Military History Museum;
• Volunteer Linda Mims, an Army veteran active in the Disabled American Veterans, the Veterans Affairs Voluntary Service, and the Idaho State Veterans Home;
• Volunteer H. Norris Lynch (posthumously), a Navy World War II veteran active with the Sons of the American Revolution, Boise Veterans Affairs Voluntary Service, Fleet Reserve Association and the American Legion;
• Veteran Vernon Perkins, a Navy World War II veteran who went on to serve in the Navy Reserves and remains active with the Idaho State Veterans Cemetery;
• Veteran Tom Ressler, a 31-year Air Force veteran who served in the Vietnam War and has remained active as a volunteer helping veterans;
• Volunteer Chester Kenneth Smith, Jr., a Navy World War II veteran active with the Idaho State Veterans Cemetery;
• Veteran Jeffrey Sugai, an Air Force Vietnam veteran who served between 1964 and 2003.

Lewiston

• Volunteer Juanita Kudronowicz, active with the Veterans of Foreign Wars, Women of the Moose and Retired Senior Volunteer Program;
• Veteran Max L. Stewart, an Army World War II veteran.

Pocatello

• Volunteer Delbert A. Norman, a Navy World War II veteran active for many years with the Idaho State Veterans Home and Blackfoot VFW, Elks and American Legion;
• Veteran L. Leath Robbins, an Army Air Force bomber pilot in World War II and active with the Rotary Club;
• Volunteer LaDonna Taylor, active with the Auxiliary of the Vietnam Veterans of America and VFW;
• Veteran Robert B. Taylor, a Marine Vietnam War veteran active with the Vietnam Veterans of America.

Post Falls

• Veteran John B. Dunlap, a 30-year Navy veteran of both the Korean and Vietnam wars and active with the American Legion and Post Falls Chamber of Commerce.

<![CDATA[CRAPO: SWEARING-IN CEREMONY TICKET REQUESTS BEING TAKEN]]> Mon, 10 Nov 2008 01:00:00 CST Washington, DC – The historic inauguration of President-elect Barack Obama has generated a lot of questions from Idahoans about attending inaugural events in Washington, DC, in January 2009. Therefore, Idaho Senator Mike Crapo has set up an informational page on his website to provide answers to many of those questions, along with a way for Idahoans to request tickets to the swearing-in ceremony via email. The page, http://crapo.senate.gov/services/Inauguration2009.cfm, contains details about the January 20, 2009, swearing-in ceremony, the Presidential Inaugural Parade, media credentials information, details about past Inaugural balls and other touring information. Links to the official Inaugural website and parade coordinators are also listed on the webpage.

“Interest from Idahoans has been high regarding the inauguration events planned for January of next year,” Crapo said. “Since the election, my office has received dozens of requests for tickets and information, and the webpage has been designed to provide answers to some of the most frequently asked questions about the events. Idahoans requesting tickets and information will be given priority over those from other states, and it is my intention to assist all those from Idaho who make the journey to Washington, DC, for President-elect Obama’s swearing-in. I will also coordinate with the other Idaho delegation offices to make certain that we provide maximum service on this matter to Idahoans.”

The Joint Congressional Committee on Inaugural Ceremonies has printed approximately 250,000 tickets to the January 20, 2009, swearing-in ceremony at the west front of the U.S. Capitol. The tickets are provided at no charge, and Idahoans should be wary of any organization offering to sell tickets to the swearing-in ceremony. The viewing area for the ceremony is large, extending from the Capitol down the National Mall, and tickets are not required for every section of the viewing area. It is expected that large video screens will be provided at the more distant sections of the viewing area. The Presidential Inaugural Committee, which has yet to be formed, handles all other aspects of the inaugurals, including the official parade and balls. Crapo’s website will be updated with information regarding inaugural events as soon as they become available.
