11.26.08 President Kennedy once observed: “In a crisis, be aware of the danger, but recognize the opportunity." Today, America’s credit crisis is roiling Wall Street and pushing the economy into a recession. However, one of the few benefits of the economic slowdown is the decrease of energy prices caused by a decline in global demand. The cost of a barrel of oil has fallen almost 70 percent in just four months. While some politicians are ready to take the energy issue off the table, we should use this short-term drop in costs to renew our commitment to a long-term energy solution. If we take the necessary measures to increase domestic energy production today, it will strengthen America’s economy and national security tomorrow.

John Cornyn, R-Texas, a member of the Senate Budget Committee, made the following statement regarding President-elect Barack Obama s promise today to cut wasteful government programs and his announcement that Congressional Budget Office Director Peter Orszag would join his Administration s economic team as Director of the Office of Management and Budget. "I welcome the President-elect s commitment to reform the federal budget process and rein in wasteful government spending. For my part, I look forward to working with President-elect Obama and Democratic leaders in Congress on quickly identifying and eliminating inefficient, ineffective and outdated federal programs. Families across Texas, and across the country, are forced to make tough decisions with their own budgets every day, particularly in the current economic climate. It should be no different for the federal government. Yet, year after year, too many government programs are funded because there are small-but vocal-special interest groups backing them with little Congressional oversight to determine when ideas have run their course. Already, in an initial analysis of 1,000 federal programs the Office of Management and Budget recently concluded that nearly 25 percent of them were either inefficient, or their efficiency could not be determined. That is why I have been a strong advocate for the creation of a Federal Sunset Commission to review federal spending programs. Modeled after Texas own Sunset Commission, this bipartisan group would be tasked with reviewing federal programs, determining their efficiency, and making recommendations on whether they need reform or should be eliminated all together."

AUSTIN, Texas – Texans who became unemployed because of Hurricane Ike have more time to apply for Disaster Unemployment Assistance (DUA), now that the deadline has been extended to Dec. 12, according to the Federal Emergency Management Agency (FEMA) and the Texas Governor’s Division of Emergency Management (GDEM).

This is the second time the DUA deadline has been extended. State and federal disaster recovery officials say another 30 days should give Texans in need of unemployment assistance enough time to apply.

The DUA program is funded by FEMA through the U.S. Department of Labor and administered by the Texas Workforce Commission. To date, more than 7,000 eligible Texans have been approved for assistance totaling more than $2.1 million.

To apply before the mid-December deadline, workers can go online to www.texasworkforce.org or call a Texas Workforce Unemployment Insurance Tele-Center at:

Phone lines are open 8 a.m. to 5 p.m. Monday through Friday.

DUA applies to Texans in the 34 counties designated to receive assistance for individuals, whose employment or self-employment was lost or interrupted due to the hurricane and to anyone living outside a designated county whose employment in a designated county was affected.

The 34 counties are Angelina, Austin, Brazoria, Chambers, Cherokee, Fort Bend, Galveston, Gregg, Grimes, Hardin, Harris, Harrison, Houston, Jasper, Jefferson, Liberty, Madison, Matagorda, Montgomery, Nacogdoches, Newton, Orange, Polk, Rusk, Sabine, San Augustine, San Jacinto, Shelby, Smith, Trinity, Tyler, Walker, Waller and Washington.

Holiday Mail for Heroes

The American Red Cross and Pitney Bowes Inc. have announced that they will work together to touch the lives of thousands of men and women in uniform this holiday season. Their program, ‘Holiday Mail for Heroes’ is a coordinated effort to show appreciation for our troops by sending a personal greeting during this special time of year.

From Tuesday, November 11 until Wednesday, December 10, the public is invited to send holiday cards with their message of thanks and cheer to a special post office box. The Red Cross and Pitney Bowes will then screen cards for hazardous materials, sort and package the cards, and deliver them to military bases and hospitals, veteran’s hospitals, and other locations during the holidays.

Sen. Cornyn To Seek Answers On Reports Of Immigration Customs Enforcement Failing To Detain Violent Illegal Immigrants

WASHINGTON-U.S. Sen. John Cornyn, R-Texas, expressed his deep concern with a report published today by the Houston Chronicle, which found dozens of cases where illegal immigrants in Harris County were arrested on violent criminal charges, but released because Immigration and Customs Enforcement (ICE) officials failed to file the appropriate paperwork to detain them. In a number of cases, these individuals ultimately failed to appear at their scheduled court date and then committed additional crimes. "These reports, if accurate, are completely unacceptable and must be addressed," Sen. Cornyn said today. "If there is a lack of resources, then Congress needs to immediately approve additional funding to put more boots on the ground. But if it's a failure to do their job properly, then federal officials must be held accountable. I simply cannot understand how individuals arrested for violent crimes, and who admit to being in this country illegally, would even be given the option to post bail. These are criminals who have already made clear through their own actions that they have zero respect for the laws of this country. This is an intolerable situation, and I will be seeking an immediate briefing from the Department of Homeland Security in the days ahead." "This report, along with countless other reports on America's broken immigration system, highlights why comprehensive immigration reform must be a top priority for Congress in the coming year. Action to correct our broken immigration system is long overdue, and this investigation is only the latest example of why we need comprehensive immigration reform today instead of tomorrow. It also highlights the need for an amendment that I introduced to the 2007 immigration bill, which would have prevented dangerous criminal aliens, repeat offenders, absconders, and felons from pursuing a path to legalization.

John Cornyn, R-Texas, a member of the Senate Budget Committee, made the following statement regarding today's announcement by Senate Democratic Leader Harry Reid that he will seek Senate passage next week of a $25 billion bailout for the U.S. auto industry. Senator Reid's support for this latest government bailout comes on the heels of yesterday's announcement from the Treasury Department that the federal government has a record deficit of $237.2 billion for the first month of the fiscal year. This represents the highest monthly imbalance on record. "Like the vast majority of Americans, I support a strong, productive domestic auto industry. I would like to see it remain a viable part of our economy, particularly as we work to protect our environment. But also like most Americans who are concerned about the direction of our economy and more federal spending, I must also ask - when is enough, enough? "The federal government is facing a record budget deficit which continues to rise. The reckless, and perhaps illegal, actions of some on Wall Street have forced us to pass a $700 billion economic stabilization bill to save Main Street businesses. The Federal Reserve has made an additional $2 trillion in taxpayer-funded loans to troubled financial institutions, but has refused to submit to even the most modest level of transparency. "And yet, with the very first vote after the election, Democratic leaders in Congress want to pass a $25 billion handout to Detroit with no promises of reform, accountability, or transparency by the automakers and their union base.

"Over the past year, the Federal Reserve has taken unprecedented action in the marketplace by providing almost $2 trillion in taxpayer-funded loans to troubled financial institutions. This is in addition to the $700 billion approved by Congress to fund the Troubled Asset Relief Program (TARP). Unfortunately, the Federal Reserve has refused to submit to even the most modest level of transparency regarding its actions. This should trouble taxpayers and policymakers alike. It certainly troubles me. "There cannot be accountability in government and in our financial institutions without transparency. Many of the financial problems we are facing today are the direct result of too much secrecy and too little accountability. "During consideration of the economic rescue bill, I made clear that my support for this critical effort hinged on stronger management, oversight and transparency. Tomorrow is a proud day for the United States. November 11th is a day of reflection; a day for each and every one of us to express our appreciation for the over 25 million Americans that have sacrificed to serve our nation.

Throughout our nation’s history, we have been blessed to have soldiers, sailors, marines and airmen willing and ready to answer the call of duty. Regardless of the hardships they endured or the personal sacrifices they had to make, these men and women selflessly answered the call to arms. Whether they served during war or peacetime, on active duty or in the Reserves, on the home front or abroad, these patriots all deserve our respect and gratitude. The pride and perseverance of our men and women in uniform is reflected in every generation of veterans, from the Revolutionary War to the current service members engaged in fighting in the Global War against Islamic Jihadists.

So today, in addition to thanking our veterans for their service, I call upon every American to express their respect and gratitude to our veterans and current members of the armed forces. Please give thanks for their commitment and their sacrifices, and for the protection of freedom that we all enjoy. U.S. Rep. Mike Conaway has announced that Midland Independent School District has received a $1.29 million federal grant for its Head Start program. This is the program’s yearly funding.

“As a former member of the Midland Independent School District Board of Trustees, I understand the difficulties our educators face in providing the best quality education to our children,” Conaway said in a news release. “I am a strong supporter of grant programs like the Head Start program. They have a proven track record in District 11, and I will continue to work to see that they remain intact.

“The health and happiness of our children is essential to the future of our nation. Head Start programs provide invaluable developmental and educational services to disadvantaged children and families and help promote school readiness and future academic success. The Internet can be a hunting ground for sexual predators seeking minors to exploit. It has also become a marketplace for pornography – 20 percent of which, disturbingly, involves children. Furthermore, when children and teens go online, odds are they will be exposed to sexual material. Kay Bailey Hutchison in hosting a meeting on Hurricane Ike recovery efforts with FEMA Administrator David Paulison and County Judges and Mayors from the region, including Orange, Chambers, Jefferson and Galveston counties. Sens. Cornyn and Hutchison, along with Reps. Kevin Brady (R-TX), Ron Paul (R-TX), and Ted Poe (R-TX), sent a letter to Paulison on October 29 requesting the meeting to discuss short-term housing issues that remain unaddressed in the region. "Today's meeting was instrumental in many ways. It provided an open forum for local leaders to cut through the red tape and communicate directly with FEMA's chief. They presented the concerns of their constituents and also offered a number of common-sense solutions. The meeting also gave Administrator Paulison a much clearer picture of the challenges that remain on the ground. While overall preparation and response efforts relating to Hurricane Ike were handled efficiently and rapidly, much work remains to be done. Efforts to provide short-term housing options to hurricane victims have been unacceptably slow and inefficient," Sen. Cornyn said. "I've heard firsthand from residents in Galveston, Bridge City, Oak Island and other gulf communities who are doing their best to get back onto their feet but have yet to receive the federal assistance they need.

Hello, my name is August Higgins and I am a Senior Political Science major at Howard Payne University. Over the past semester, I had the great privilege to intern at Congressman Mike Conaway’s Regional Office in Brownwood, Texas. Mandy Locker, the Regional Director, has taught me so much since I started in January. I always assumed that congressmen were busy people, but I had no idea they were involved in so many things at once! I came to realize very quickly all of the things that Congressman Conaway and his staff (i.e. “Team Conaway”) do for the people of District 11 in the great state of Texas. I learned so many things in my intern experience that can only be learned with first-hand experience in a congressional office, and I greatly appreciate the opportunities that this internship gave to me. TWO WEEKS LEFT TO APPLY FOR DISASTER ASSISTANCE

Only two weeks remain for homeowners, renters, and business owners who suffered damages from Hurricane Ike and live in one of the 34 counties designated for federal and state assistance to register with the Federal Emergency Management Agency (FEMA).

State and federal officials are urging anyone who still needs to register to do so before the registration deadline of Nov. 12.

"The deadline is only two weeks away and we don't want anyone with disaster damages to miss this opportunity for assistance," said State Coordinating Officer Joan Haun. "Register, get into the FEMA system and let’s find out what you are eligible for."

There are two ways to register: log on to www.fema.gov or call FEMA’s toll free number, 1-800-621-3362, or TTY 1-800-462-7585 for the hearing impaired. Both numbers are available 24 hours a day, seven days a week, until further notice. Residents should register only once; duplicate registrations may cause delays in the delivery of assistance.

Before calling or registering online, residents should have in hand:

The address of the affected property;

A brief description of the damages;

A current address where they receive mail;

Social Security number;

Insurance information including policy numbers; and

A phone number and an alternate phone number where they can be reached.

“The Nov. 12 deadline is coming up quickly,” said Federal Coordinating Officer Sandy Coachman, “If you know someone who was affected by Hurricane Ike, please encourage them to take a few minutes to register with FEMA and learn how we can help them.”

Disaster assistance may include grants to help pay for temporary housing, home repair and other serious disaster-related expenses not covered by insurance or other sources.

The U.S. Small Business Administration (SBA) also has a deadline of Nov. 12, and provides low-interest disaster loans to cover the uncompensated losses for personal contents up to $40,000 for both homeowners and renters and up to $200,000 for homeowners for physical damage to their primary residence. The SBA also provides low-interest loans up to $2 million for uncompensated physical losses suffered by businesses of any size and private non-profit organizations. Additionally, working capital loans are available for economic injuries sustained by small businesses in the declared counties and the adjoining counties. The combination of the two business loans cannot exceed $2 million. For information about SBA programs, applicants may call 1-800-659-2955 (TTY 1-800-877-8339).

WASHINGTON-U.S. Sen. John Cornyn, R-Texas, said today that the Federal Emergency Management Agency's (FEMA) response to hard-hit communities in southeast Texas recovering from Hurricane Ike is "unacceptably slow" and said he will continue to press for housing assistance for victims in that region. Earlier today, an official for the Texas Department of Housing and Community Affairs testified before a State Senate Committee hearing that more than six weeks after the hurricane fewer than 200 temporary housing units are available for people to live on their property while their homes are being repaired. "FEMA's failure to deliver housing assistance in a timely manner to southeast Texas is absolutely unacceptable. I personally spoke with FEMA Administrator Paulison earlier this month and urged him to immediately address this problem. Since then, all I've continued to hear are excuses. People in southeast Texas are suffering and government red tape is standing in the way of the assistance they need now," Sen. Cornyn said. "My office was assured by FEMA today that they will have 400 families in mobile homes by the end of the week. I was also assured that in the days soon-after, there will be a major ramp-up in the delivery of more temporary housing assistance. I will continue to closely monitor this situation to ensure those promises are met."

John Cornyn announced Thursday. The funding, which Sen. Cornyn worked in the U.S. Senate to secure, is part of the Continuing Resolution that includes $23 billion for disaster funding. The funds will be used for several recovery projects across the state. $72 million will go toward rebuilding transportation infrastructure that suffered damage as a result of Hurricanes Dolly and Ike. Additionally, continued efforts to rebuild transportation infrastructure damaged by Hurricane Rita in 2005, floods in El Paso in 2006, and storms in North Texas in 2007 will receive funding. AUSTIN – The Texas Workforce Commission (TWC) announced today that the Disaster Unemployment Assistance (DUA) deadline for individuals in the 34 counties named in the Presidential Disaster Declaration FEMA-1791-DR whose employment or self-employment was lost or interrupted due to Hurricane Ike between September 7, 2008, and Thursday, October 2, 2008, has been extended to Wednesday, November 12, 2008.

The 34 counties in the declaration include Angelina, Austin, Brazoria, Chambers, Cherokee, Fort Bend, Galveston, Gregg, Grimes, Hardin, Harris, Harrison, Houston, Jasper, Jefferson, Liberty, Madison, Matagorda, Montgomery, Nacogdoches, Newton, Orange, Polk, Rusk, Sabine, San Augustine, San Jacinto, Shelby, Smith, Trinity, Tyler, Walker, Waller and Washington.

DUA is available to individuals who:

worked or were self-employed in or were scheduled to begin work or self-employment,

can no longer work or perform services because of physical damage or destruction to the place of employment as a direct result of the disaster,

establish that the work or self-employment they can no longer perform was their primary source of income,

do not qualify for regular unemployment benefits from any state,

cannot perform work or self-employment because of an injury as a direct result of the disaster, or

who became the breadwinner or major support of a household because of the death of the head of household.

Applications filed after Wednesday, November 12, 2008, will be considered untimely, unless the individual provides good cause for filing after the deadline.

Individuals will need their Social Security number, a copy of their most recent federal income tax forms or check stubs, or documentation to support they were working or self-employed when the disaster occurred. To receive DUA benefits, all required documentation must be submitted within 21 days from the day the DUA application is filed.

To file for DUA, claimants may apply online at http://www.texasworkforce.org, but should specify that their claim is disaster-related. Claimants also can call the nearest Texas Workforce Commission (TWC) Tele-Center Monday through Friday, 8 a.m. to 5 p.m. Central Standard Time, through Wednesday, November 12, or call toll-free at (800) 939-6631. Tele-Centers will be closed Tuesday, November 11, 2008, in observance of Veterans Day. Claimants also can e-mail TWC at UIHelp@twc.state.tx.us.

USPS advisory for those affected by Hurricane Ike

In the wake of Hurricane Ike, many Houston Post Offices are holding mail for thousands of postal customers who have not yet picked up their mail or made alternative arrangements. The USPS is advising customers affected by Hurricane Ike to file “Change of Address” or “Hold Mail” orders before October 20th, when unclaimed mail will be returned to sender.

The USPS classifies mail as undeliverable or unclaimed if there is no mail box available for delivery, if the customer has not picked up mail from the Post Office in over 30 days, if mail has not been cleared from the mail box in 30 days, or if the customer’s P.O. Box rental agreement has expired.

For customers that have permanently relocated or will be at a temporary location for an extended time, the Postal Service recommends filing a Change of Address in order to forward mail to their new address. Customers who have already made these arrangements or who are picking up their mail on a regular basis are not impacted by these guidelines.

Customers may file a Change of Address or Hold Mail order online at usps.com, at the nearest Post Office or by calling 1-800-ASK-USPS (1-800-275-8777).

Hi, my name is Jessica Schneider and I hail from the glorious “Tall City” and home of President George W. Bush, Midland, Texas. I am currently in my third year of undergrad at Texas Tech University where I am majoring in Honors Arts and Letters with a minor in Spanish. I plan on graduating in May 2010, and then attending law school.

I started my internship in late August and have almost been here two months now. The staff was very warm and welcoming, and never hesitated to give me advice and pointers, or even just simple directions! A little over four weeks ago I was able to observe the onset of economic crisis in our country and the subsequent legislative action that took place. I have also had the privilege of attending briefings and hearings, being on the cusp of breaking news and legislation.

With the presidential elections coming up soon, this is a very exciting time to be in DC. I look forward to returning to Lubbock with this experience under my belt, and discovering what the future holds in store. Who knows, I may end up back on Capitol Hill someday!
