Mr. Speaker, I also come to the floor today to talk about this $700 billion bill that's in front of us. I use the term ``bill'' advisedly because we have seen no bill. We are here, debating talking points on, perhaps, what is the largest fundamental change in our Nation's financial system in its history. House Republicans have been cut out of the process.

The hearing before this Subcommittee today is very timely. Not just because today we recognize and remember the victims of 9/11 but also because this is hurricane season. As we witnessed during hurricane Hannah, our electricity infrastructure continues to be unnecessarily vulnerable, and that vulnerability is the primary source of my concern today. If the testimony presented here is correct, and the advice of Committee counsel is an accurate depiction of the vulnerabilities in the electrical grid, the question may very well be, "how loud is this time bomb ticking?"
